Eu tive o mesmo erro, IP 0.0.0.0 e trabalhando após a reinicialização manual do serviço.
Para corrigir isso, basta colocar um atraso para que o script execute o cliente (e atualize o endereço IP) com a linha 'sleep 10' após 'start' '.
