Uma maneira rápida de obter o apt-get para trabalhar através de um proxy é adicionar o endereço de proxy a /etc/apt/apt.conf .
Acquire::http::Proxy "http://address:port";
Não estou familiarizado com a opção -o Debug:: . Você pode adicionar as mesmas informações aqui.
