Criando usuário com script bash com argumentos

Question

Eu estou tentando fazer um script que faça um (s) usuário ftp, mas ele continua falhando e eu não sei porque. Se eu echo o comando é bom, e eu posso copiar e colá-lo para criar o usuário, mas se eu executar o comando no script bash ele não consegue criar o usuário.

O único erro que recebo é a seção de ajuda do comando useradd.

Alguém sabe o que estou fazendo errado?
