O problema é que eu não tenho pacotes quebrados porque verifiquei várias vezes. Quando tento instalar o skype com o aptitude, isso me dá a solução de excluir MUITOS pacotes do sistema. Isto é o que surge:

Então: sudo apt-get install -y skype-bin
Eu baixei os pacotes .deb dos sites, não através do centro de software do Ubuntu. No skype.com, você faz o download da versão multiarch 12.04. Funciona bem no Ubuntu 16.04.
O mesmo com o Steam e outros utilitários que faltam no Centro de Software.
Você pode abrir os pacotes .deb em "Abrir com ... - > Centro de software" ou sudo dpkg -i package.deb no terminal.
Editar: Como é mencionado no comentário, às vezes você precisa seguir com sudo dpkg -f install para incluir os binários de 32 bits ausentes em uma máquina de 64 bits.
