De acordo com este post cache de limpeza , você precisa Limpe o cache armazenado pelo apt. você também precisa atualizar seu software instalado para a versão mais recente.
Removendo o cache do APT
sudo apt clean && sudo apt autoclean
Atualizando o APT
sudo apt update
Se houver software disponível para atualização, execute
sudo apt upgrade
então você pode continuar instalando o nmap
sudo apt install nmap
