Essa resposta do SO fornece o symlink correto. Você precisa remover o /usr/include/linux/videodev.h que você criou - ele está vinculando à versão errada do arquivo de cabeçalho.
sudo apt-get install libv4l-dev cd /usr/include/linux sudo ln -s ../libv4l1-videodev.h videodev.h
Pygame precisa de algumas dependências:
sudo apt-get install python-dev libsdl-image1.2-dev libsdl-mixer1.2-dev libsdl-ttf2.0-dev libsdl1.2-dev libsmpeg-dev python-numpy subversion libportmidi-dev ffmpeg libswscale-dev libavformat-dev libavcodec-dev
Se você não quiser instalá-los, instale o pacote pré-compilado:
sudo apt-get install python-pygame
É a versão do pygame nos repositórios ( python-pygame ) velho demais? Se não, você deve tentar instalá-lo primeiro.
Caso contrário, use python-pip para instalar o pygame :
sudo pip install pygame
