Não é possível atualizar o pip por trás do proxy

Eu tentei todas as sugestões nesta outra pergunta, mas isso não está funcionando para mim: Não é possível atualizar o pip

Estou executando o Ubuntu 12.04 e consegui instalar o pip 1.0 usando apt , mas essa versão aparentemente tem um bug que não funciona bem com proxies, então não sei como atualizá-lo.

Veja o que estou recebendo no meu console:

$ pip --version

Eu posso acessar a pasta simple/pip diretamente usando o navegador:

Eu também não tenho a opção de usar uma conexão não-proxy.

pip install --proxy=user:pass@server:port <package Name>

por exemplo

pip install --proxy=http://10.10.10.150/accelerated_pac_base.pac quandl
