Estou assumindo que você está atualmente usando o Xenial Xerus do Ubuntu 16.04.2 LTS
Para responder à sua segunda pergunta:
Sim, você ainda está recebendo atualizações de segurança e continuará recebendo atualizações até o início de 2021.
O 16.04 é uma versão LTS, então, em vez de apenas receber atualizações por 9 meses, ele recebe 5 anos de atualizações. Esses lançamentos LTS são lançados a cada dois anos.
