No Kubuntu 17.04 Zesty recebo o erro 21 (net :: ERR_NETWORK_CHANGED). Após a atualização, as páginas são carregadas bem. Meus downloads também são interrompidos devido a esse erro. No Firefox tudo está bem.
Qual pode ser o motivo desse erro? Eu não acho que isso é causado pelo driver WiFi, porque em outros web-browesers não recebo erros.

Estou usando o Kubuntu 16.10 em um Dell Inspiron 13 (série 5000, Intel Corporation Wireless 3165 (rev 79)). Esse problema costumava acontecer com redes IPv4 e IPv6 e com e sem fio.
