Remover pacotes:

  • google-chrome-stable
  • heirloom-mailx
  • qbittorrent
  • tor-geoipdb

Não tenho certeza se você pode remover xdman ou não. Mas se não causar nenhum dano sério, você poderá removê-lo.

sudo apt-get remove google-chrome-stable heirloom-mailx qbittorrent tor-geoipdb

e tente instalar o vlc após a atualização

sudo apt-get update
sudo apt-get install vlc

Em seguida, você pode instalar novamente os pacotes acima desinstalados:

sudo apt-get install google-chrome-stable heirloom-mailx qbittorrent tor-geoipdb -y

experimente se nada funcionar.
