Eu quero instalar o Bugzilla na versão 14 do Ubuntu. para fazer isso eu tenho que instalar os seguintes pacotes

Qual pode ser o problema eu também verifiquei o apt.conf e parece estar ok.
Isso basicamente significa que o pacote não existe mais nos repositórios ou que uma ou mais definições de repositório no /etc/apt/sources.list file ou na pasta /etc/apt/sources.list.d/ estão incorretas.

Acho que as instruções de instalação do Bugzilla estavam simplesmente desatualizadas quando você estava procedendo com a instalação.
Neste momento estou instalando no Ubuntu 15.10 e seguindo as instruções eu tenho apenas um erro relacionado ao apache2-mpm-prefork, mas parece bem apenas removê-lo da lista dos pacotes requeridos.
