Consegui ligar usb depois de ativar a depuração usb no meu telefone. Isso não era necessário para qualquer sistema que eu usei até agora, portanto, eu não uso porque isso era necessário.
Instalei o Ubuntu 18.04 (gnome) no meu laptop (inicialização dupla com o windows 10). Eu não sou capaz de amarrar meu telefone (Moto G5S plus) ao laptop (alguns outros telefones funcionam, mas não todos os outros). O tethering foi ativado no telefone e funciona com outros laptops (que têm o Ubuntu 16.04 a 18.04 instalado. Eu tentei um ubuntu 16.04 live boot usb no laptop. Tethering trabalha lá.
Seria bom saber se isso é um problema com os drivers ou qualquer outra coisa e como isso pode ser corrigido.

Ativar a depuração USB (OnePlus 3) no Ubuntu 18.04 ainda não funcionou para mim, mas resolvi isso excluindo o endereço MAC no perfil de rede.
Estes são os meus passos (depois de ativar o tethering por USB):

Eu também tenho o Moto G5 e não posso amarrar. Parece que há um conflito com o ModemManager: O Tethering USB continua desconectando . Eu desativei e parei e funcionou para mim.
