Eu tenho um modificado apt-cyg que executa o instalador a partir do arquivo local.
Ele realmente deve ser enviado como um patch, mas nunca teve tempo para limpá-lo, então aqui vai.

- Forçar a reinstalação mesmo quando o pacote estiver instalado
- Suporta setup.ini / setup.bz2 /
- Use o downloader de sua escolha para obter os pacotes (usamos o rsync como padrão)
- Verifica cache para as sobras, usa pacotes de instalações com falha do setup.exe o máximo possível. (apenas certifique-se de especificar a pasta de cache ao instalar a partir do setup.exe)

Digamos que você queira seu repo local em c:/archive/cygwin/
ou /cygdrive/c/archive/cygwin/
se isso importa.
Permite configurar um repositório, independentemente da velocidade de download. Ajuste o espelho de acordo com o lugar onde você mora, ou é o mais rápido acessível.

Observe que porque já tínhamos uma cópia local, ela não se conectou à rede e, em vez disso, usou a cópia conhecida que tínhamos. Mesmo que não saibamos se temos o pacote, contanto que o pacote esteja localizado em algum lugar no subdiretório de cache, o apt-cyg o encontrará , e use o hash md5sum para validar se o pacote está quebrado ou não.
