Eu acho que 0x80070426 é o mesmo que ERROR_SERVICE_NOT_ACTIVE, embora eu não consiga ver a qual serviço estaria se referindo.
O que poderia ter dado errado? Quais outros Logs devem ser revisados na esperança de identificar a causa raiz? Como posso isolar a falha de internals de atualização do windows? Alguma sugestão muito apreciada.

Verifique se o serviço Microsoft Account Sign-in Assistant está definido para inicialização automática e está em execução. Desativei este serviço, pois não solicitei a permissão para "... login do usuário por meio dos serviços de identidade da conta da Microsoft".
Fato divertido, crianças: acontece que o Windows Update faz de fato querer fazer isso, e se não pode, então ele fica amuado com o erro 80070426. Divertido, eh?
