Por que o meu servidor DHCP não está funcionando?

Estou tentando configurar um servidor DHCP com meu Raspberry pi, mas o serviço isc-dhcp-server não pode ser reiniciado.

Por que o serviço não está sendo reiniciado?

em /etc/network/interfaces , você precisa mudar a estrofe da eth1 para parecer

auto eth1
iface eth1 inet static
    address 192.168.2.1
    netmask 255.255.255.0

Você parece ter /etc/default/isc-dhcp-server em mãos agora
