Estou com problemas para instalar o VS 2013 Ultimate Edition.
Estou usando o instalador .iso, no entanto, recebo o mesmo problema com o instalador da web.
O instalador inicia e apenas fica parado, sem atividade da CPU, sem consumo de memória, sem mensagens de erro, nada.
Meu sistema operacional é um Windows 10 de 64 bits atualizado do Windows 8.
Na minha pasta %temp% , há .log arquivos e, em todos eles, são as últimas linhas:

A resposta foi mudar a região do sistema operacional. No MSDN fóruns :
Change the region settings of the operation system to a format whose LCID does not equal 4096. The format can be changed in Control Panel > Region > Formats.
O formato anterior era inglês (Europa) e eu mudei para inglês (UK) .
