Como circular algo em uma imagem?

Qual é a maneira mais fácil de circular algo em uma imagem, como este exemplo

Isso é feito no Gimp :

Here are the steps necesary to draw an empty ellipse without clearing the contents of the image below it.

1 - Layer > New layer

2 - Make the layer to be the same size as the image and layer fill type to transparency. This should be already selected by default.

3 - On the toolbox select the ellipse select tool and make an ellipse

4 - Use the bucket fill tool to paint the ellipse with your desired color.

5 - Right click on it and go to Select > Shrink...

6 - Type in how many pixels you want the border to be and click ok.

7 - Go to the menu and click Edit > Clear.

Eu sinto que é muito indireto, no sentido de que primeiro preenche a região delimitada pela elipse e depois reduz a região para o limite. Gostaria de saber se existe uma maneira mais rápida e direta de circular algo, como desenhar diretamente o limite?

Meu sistema operacional é o Ubuntu. O que eu estava pedindo pode ser feito fora do gimp, mas deve ser feito por algum software no Ubuntu.

Você poderia tentar baixar o Pinta para o Ubuntu, é muito parecido com o Microsoft's Paint, onde você pode simplesmente clicar na ferramenta elipse e arrastá-la para a área desejada!
