O Apt-get install falha, não consegue encontrar essa mensagem de erro em lugar nenhum

Estou executando o Ubuntu 17.04 em uma VM. Eu tentei instalar telegrama desktop e eu tenho isso:

E: Failed to fetch http://212.131.93.225:80/data/0056b3fbd3afd739/it.archive.ubuntu.com/ubuntu/pool/universe/libg/libgsm/libgsm1_1.0.13-4_amd64.deb  Redirection loop encountered
E: Unable to fetch some archives, maybe run apt-get update or try with --fix-missing?

Eu executei um apt-get update sem nenhum problema, mas ele ainda me causa o mesmo erro, fazendo com que apt-get install telegram-desktop --fix-missing leve à mesma coisa com uma mensagem adicional " installation aborted ". De qualquer forma, parece que não consigo instalar este programa.

Eu tentei procurar por esse tipo de erro, mas tudo que eu vi está relacionado a pessoas que obtiveram apt-get update de falhas, mas essa é a única coisa que realmente funcionou no meu caso.

EDIT depois de tentar os comandos do @Charles Green, nada aconteceu. Quando tentei alguns dias atrás, recebi grep: /etc/apt/sources.list.d/*: No such file or directory . Eu tentei novamente hoje e tudo estava bem - então tentei fazer uma instalação do apt-get para o p7zip e funcionou, pela primeira vez em dias. Eu não tenho ideia.

Eu tive o mesmo problema com um telegrama no Ubuntu. tente instalar via ppa

sudo add-apt-repository ppa:atareao/telegram
sudo apt-get update
sudo apt-get install telegram
