O cliente Telnet está ausente nos recursos do Windows 10 liga e desliga

Eu quero instalar / ativar o cliente telnet no meu PC Windows 10. Eu sou um administrador no meu PC e tentei várias coisas, mas ainda não consigo encontrá-lo.
