Como fazer / compilar '.so' por msys2?

Eu quero compilar este link no Windows.

Desculpe, mas eu realmente não sei muito sobre como compilar o código c.

Use msys2 obtido:

make: *** No rule to make target 'libthulac.so', needed by 'all'.  Stop.

Mas não há esse erro no centos7. Como eu resolvo isso?
