NetworkInterface erro ao lançar o modelo no Azure

Ao implantar o modelo abaixo no Azure, recebo o seguinte erro ao tentar criar minha networkInterface:

Eu não entendo porque isso acontece. Eu tentei tantas coisas que começa a parecer tentativa e erro. Qualquer um pode ajudar por favor. Obrigado.

Parece que o modelo é dependente de ordem, apesar de ter dependências de cláusulas. A implantação não espera que os outros recursos sejam implantados. Eu pedi os recursos para que as interfaces de rede sejam as últimas e agora funciona.
