Eu continuo recebendo isso quando eu faço sudo apt-get update . O que poderia estar causando isso?

Eu também tenho problemas para encontrar o Skype para o Kubuntu 13.10, como eu não consigo encontrá-lo em qualquer lugar. ou não é possível?

Você deve copiar isso em seu arquivo /etc/apt/sources.lust e jogar o que você tinha antes. Você pode, talvez, adaptar os repositórios regionais (nós ...) para o seu país, mas isso ainda funcionará mesmo na forma atual. Além disso, aqui você encontrará o skype.
