Erro 1603 ao instalar o Microsoft Intellipoint 8.2 no Windows 7 x64

Question

Instalar o MS Intellipoint 8.2 (para meu MS touch mouse) no meu Dell Inspiron 580 sempre dá o seguinte erro: "A instalação deve ser fechada porque ocorreu um erro. Verifique se o computador atende aos requisitos do sistema na embalagem do produto. Reinicie o computador e tente executar a Instalação novamente. Se esse erro ocorrer novamente, consulte a Ajuda para obter as opções de suporte ao cliente. (Código de erro 1603)"

Estou executando o Windows 7 x64 com todas as atualizações mais recentes. Soluções MS não funcionam. Como consertar?

Encontrei isto

Clique com o botão direito do mouse no pacote do instalador e selecione "executar como administrador", veja se isso o instala, se não ler o link que postei.

You may receive this error message if any one of the following conditions is true:

The folder that you are trying to install the Windows Installer package to is encrypted.

The drive that contains the folder that you are trying to install the Windows Installer package to is accessed as a substitute drive.

The SYSTEM account does not have Full Control permissions on the folder that you are trying to install the Windows Installer package to. You notice the error message because the Windows Installer service uses the SYSTEM account to install software.
