Isso significa que está demorando muito para desligar, identifica o serviço que está causando o atraso.

Esse iphlpsvc é um serviço para ajudar o ipv4 a ter a conectividade ipv6, resolvê-lo é outro problema. link

Se esse erro é registrado toda vez que você desligar o PC, então pode ser um problema, ele só faz isso de vez em quando, eu iria ignorá-lo. Se você não notar um atraso considerável no desligamento, eu ignoraria completamente o erro.

Se estiver causando longos atrasos no desligamento, você pode tentar desabilitar o ipv6 e verificar se o erro interrompe o registro.
