Dê uma olhada no seu /etc/apt/sources.list Este é o arquivo de configuração que determina onde o apt-get procura por pacotes. Abaixo está o 16.04 sources.list padrão com os comentários removidos.

Como você está recebendo "Falha ao buscar" algo relacionado ao talkplugin, procure por algo no arquivo de configuração relacionado ao talkplugin e remova-o.
