1.- será porque o servidor está executando no modo normal e todos os serviços estão em operação ....? como mysql, apache, json, etc ...

3.- configuração é ruim? Eu tentei modificar speed_limit_min
4.- o disco rígido era novo, e só copiava estrutura, o comando que eu usei foi sfdisk -d /dev/sdb | sfdisk /dev/sda
5.- talvez o disco rígido não seja compatível com o raid1?
