Apache 2.2 Devagar servindo arquivos estáticos no Windows 2003

Estou tendo problemas com um Windows 2003 Server que está executando o Apache 2.2.

O desempenho do servidor parece muito ruim e como um teste que apenas tenta carregar um arquivo de 10kb demora um pouco para ser carregado no navegador.

Alguém tem alguma dica para melhorar o desempenho?

meu httpd.conf tem esse conjunto:

Por favor, procure por estas diretivas no httpd.conf e descomente-as:

EnableMMAP off
EnableSendfile off

Também defina isso no httpd-mpm.conf
