problemas SSH (ssh_exchange_identification: read: conexão redefinida pelo peer)

Eu estava executando 11.10 e decidi fazer a atualização completa e chegar a 12.04 depois que a atualização SSH (não SSHD) está se comportando mal ao tentar se conectar a outras instâncias do OpenSSH. Eu digo OpenSSH como eu estou executando um sshd DropBear no meu roteador e eu sou capaz de se conectar a ele.

Ao tentar se conectar a um servidor OpenSSH

Eu pesquisei e executei a maioria das correções do ALL recomendar tanto do lado do Debian quanto do Arch e nenhuma delas parece resolver meu problema. Alguma idéia?

Parece que eu posso ter rastreado isso em um dispositivo de rede que não é mais são.
