Luzes Ethernet não acesas quando o cabo está conectado e não está funcionando

Eu tenho dois sistemas operacionais e o segundo sistema operacional é conectado à Internet com facilidade, por isso não é um problema de hardware.

Eu também estou tentando endereço IP estático, mas ainda tem o problema. Por favor me ajude, eu realmente não tenho outra ideia!

Então, eu tento o kernel Linux versão 14 e 18, mas ambos têm o mesmo problema. Qualquer ideia? UPDATE2

UPDATE 2

Meu laptop tem problema, então eu conecto laptop ao pc (em vez de laptop para modem ADSL) por agora tudo está OK. Mas como posso conectar o laptop ao modem ADSL? Este problema relacionado ao Ubuntu, porque eu verificar várias vezes no Windows 8 e não tenho nenhum problema. Eu redefinir o roteador do modem ADSL, mas ainda tenho o mesmo problema.

UPDATE3

Eu consigo detectar a Ethernet uma vez e acho que tudo bem, mas quando eu reinicio ainda tenho o mesmo problema. Deve ser um comando para corrigir esse problema :(
