A atualização falhou com “Alguns arquivos de índice não foram baixados”

Sempre que faço um sudo apt-get update , recebo este erro abaixo

Eu estou rodando no Ubuntu 16.10 LTS, estava funcionando ontem.

O erro é óbvio que você não pode se conectar ao URL ph.archive.ubuntu.com então vá para /etc/apt/ e procure por ph.archive.ubuntu.com e desative-o por comentário ou delete

cd /etc/apt/
sudo grep -ir 'ph.archive.ubuntu.com' ./

abra o arquivo que o contém e desative-o.
