Sua CPU não está tão carregada. Está mostrando apenas ~ 13%. Seu HDD (/ dev / sdb) está um pouco ocupado:

A carga reportada no topo @ ~ 4.81 apenas significa que há uma média de ~ 4 processos em um estado pronto para execução e estão aguardando que os recursos do sistema fiquem disponíveis para que possam ser executados.
