Remova os arquivos com
sudo rm -R /var/lib/apt/lists/partial/*
execute
sudo apt-get update && sudo apt-get upgrade
Se isso não funcionar, tente o seguinte:
sudo rm -rf 'find /var/lib/apt/lists/ | grep -v gpg'

sudo fuser -vvv /var/lib/dpkg/lock
sudo rm /var/lib/apt/lists/lock
