O pacote 'upstart' não tem candidato de instalação

Quando tento instalar o upstart no Debian 9, recebo:

# apt-get install upstart

  systemd-sysv sysvinit-core

Debian Wiki afirma que:

Installation is quite simple. The only package necessary is upstart.

O Upstart foi abandonado por seus desenvolvedores quando o Ubuntu mudou para o systemd e foi removido da Debian a> antes do lançamento do Debian 9.

Os sistemas init suportados no Debian 9 são systemd, sysvinit e (em muito menor grau) Runit , file-rc e openrc . Se você quiser usar o systemd (que é o padrão), verifique se os pacotes systemd e systemd-sysv estão instalados; para usar sysvinit , instale initscripts , sysv-rc e sysvinit-core .

Eu recomendo que, ao tentar usar o Upstart, ele tenha vários bugs críticos ao lançamento quando foi removido.
