Solução de Robert Penz , estou postando aqui.

Corrija o aviso gerando a (s) localidade (s) de que o aviso está reclamando. Para gerar as localidades, execute sudo locale-gen seguido da localidade.

Por exemplo, este é o erro que tive:

Para corrigir, tive que gerar en_IE , en_IE.UTF-8 e en_US.UTF-8 : 

$ sudo locale-gen en_IE en_IE.UTF-8 en_US.UTF-8
Generating locales...
de_AT.UTF-8... done
en_US.ISO-8859-1... done
en_US.UTF-8... up-to-date
Generation complete.

Concluído. Dias felizes.

Para testar tudo está ok, você pode executar sudo dpkg-reconfigure locales : 

$ sudo dpkg-reconfigure locales
Generating locales...
  en_IE.ISO-8859-1... up-to-date
  en_IE.UTF-8... up-to-date
  en_US.UTF-8... up-to-date
Generation complete.

Você provavelmente está perdendo o pacote de idiomas em inglês . Instale-o com o seguinte comando: 

sudo apt-get install language-pack-en

Parece que o sistema está selecionando LANGUAGE e LC_ALL como definido, mas em branco (não definido). Você deve ser capaz de desativá-los e executar seu comando.

unset LANGUAGE && unset LC_ALL && yourcommand
