Lembro-me de quando instalei o Wine na minha máquina Ubuntu (14.04) que também tive problemas. Havia dois pacotes no Ubuntu Software Center:

• Camada de compatibilidade do Microsoft Windows (meta-pacote)
• Carregador de programas do Wine Windows

Acho que foi o segundo que realmente funcionou para que o pacote inteiro fosse instalado.
