O que o tracert faz o NETBIOS funcionar no Win7?

Isso é realmente estranho - eu tenho uma solução para isso (continue lendo), mas eu adoraria saber por que funciona.

Eu tinha uma configuração de VPN funcionando bem com um servidor WinServer2003 e um cliente do Vista.

Então eu configurei uma nova caixa do Win7 para acessar o mesmo servidor. O servidor está executando o WINS.

Ambos os clientes podem entrar na VPN bem e executar ping no lado do servidor pelo endereço IP4.

Mas APENAS o cliente do Vista pode fazer o ping de máquinas pelo endereço NETBIOS (nome da máquina). O cliente Win7 acabou de retornar "não foi possível encontrar o host".

Tanto quanto eu posso dizer, os clientes estão configurados de forma idêntica.

Por acaso, enquanto mexia, descobri que, se eu executar um tracert no cliente Win7 - rastreando a rota para qualquer máquina no lado do servidor -, DEPOIS QUE o NETBIOS funcione.

Por exemplo (isto é da linha de comando do cygwin na caixa Win7, com senhas editadas, etc.):

(ASH é a caixa do servidor Server2003, 10.1.10.1 é o gateway de rede.)

O que diabos está acontecendo? Por que a caixa do Win7 age de forma diferente, e por que o tracert corrige isso?
