Por que 4 processadores estão todos com o ID 0 ( processor : 0 )?

Seu kernel pode estar configurado sem suporte SMP . Veja a fonte para proc.c :

        unsigned int cpu = 0;
...
#ifdef CONFIG_SMP
        cpu = c->cpu_index;
#endif

Esta variável cpu é então usada na saída do campo processor em /proc/cpuinfo .
